Fun, general WotLK speculation. Stuff I've heard. Take this all with a grain of salt.
Info: Ebon Hold is a new flying ziggurat that is the Death Knight stronghold. New Avalon is the new Death Knight area added to Eatsern Plaguelands. There is both a "dirty/corrupted" version of New Avalon in EPL and a "clean" version that is instanced.
Speculation: Starting new DKs in an instance makes allot of since. It would allow them to get used to their skills. It would be challenge to complete, you couldn't just have your friends help you through the zone. On a PVP server, you wouldn't get ganked 2 seconds after leaving the character creation screen.
Lore-wise, DKs may effectively start in the past, by themselves, in New Avalon. Do a bunch of quests, possibly either becoming a DK in the first place or redeeming themselves. Then fast forward to the present where they are in the current plague-ridden New Avalon and free of the Litch Kings influence. Then they'd have further quests in EPL, along with any other DKs or people leveling.
